Always great to see a non-b*llsht project as there are too many on Freelancer. Since you're not interested in hearing how many years we've been doing this I'll just invite you to please take a look at our portfolio, in particular the illustration work by one of our designers. It's difficult to provide ideas without knowing what kind of characteristic this Monkey has (does he have a name?) and the nature of the game. Is it like Mario style where you clear stages with obstacles and eat mushrooms? or is it more strategy and multiplayer? So if you're going with the style that's maybe a little cuter (though this monkey looks more cool than he does cute), your loading page can have him climbing a tree to pick bananas and when he reaches the top it'll be fully loaded. All this matters when it comes to designing the actual graphics and I'd love to discuss more with you. I do think that if you're looking for start/loading screen, a logotype and a number of background images that , app icons and some other nice features, then it'll likely exceed the budget you've listed.
