Need a new website - responsive and easy to update

Welcome. A client of mine needs a new website created for them. The budget for this project is $100 or less - any bids over this price will be rejected.
The website must meet the following criteria:
1. It must be EASY to update. This means that a framework such as WordPress, DotNetNuke, Joomla, or some other system should be used. Ideally, without the use of tons of plugins making it impossible to find things.
2. It must include a responsive layout for mobile devices. The non-mobile and mobile site can be the same, as long as it translates correctly on mobile devices.
3. Any templates or plugins that are used must be free to use for commercial purposes. You must specify where you obtained the 3rd party components that you used.
The site will contain the following sections:
1. Home - This is where we will provide a basic overview of who we are and provide links to schedule a demo and contact the support team.
2. Company - In this section, we will provide the company Values and Beliefs as well as some details about how the company was founded.
3. Team - This will include photos of each member of the team and some details in a biography.
4. Solutions - We will provide some details about 2 different products we offer and include some screenshots.
5. Contact - A contact form is required. We also require a list of client testimonials and some additional details about how to be contacted.
You will be reporting to a developer as you complete this project. The developer will be checking your progress and assessing the quality of your work. Please, only apply for this job if you have experience creating great websites.
