Online Lottery

I have an idea for a website which is basically a low prize lottery, basically the general idea would be that 100 people stake £1 each and one winner is selected. The winner then gets say £99 return and £1 profit is made on every lottery (this is just a rough profit idea, I'm sure it could be altered in time) I think alot of people would be interested in this as there is far more chance of winning than if you were playing the real lottery. I'd also like to have a feature which allows people to select how many people they would be competing with in the lottery - these would be 10, 50, 100 & 1000 I think. Each lottery would have a set % of return/profit. I have been told that this idea would be illegal using US servers, I am currently based in France and am quite sure this would be legal here.
