2 very small character animations (1 s.5 seconds & 3-4 seconds)

I want to create 2 very small character animations. One is for around 1.5 seconds and the other is for about 3-4 seconds. I already have the artwork for the characters in open Illustrator format. I just need someone who can animate them. In one of the animations, the characters are hugging in a cute manner (I have the exact reference for this, needs to be done in the exact same way but with different characters that I have) In the second, again its hugging but a different kind, a little cuter perhaps, and for these I have the references meaning the for each second. The result I need in open format, adobe after effects or flash preferred. My budget for each of the animation is maximum INR 1,250 and want this done as quickly as possible.
