Search engine promotion

Hi there, Recently i have started my web hosting business. Basically i resell it under my branded name. I'm a professional web designer/developer myself, however, it very difficult to promote the website and i don't have much time for it. It's not only submission i require, i already submitted to major engines and already optimized the site. So i need someone who can guarantee top 30 position in yahoo, google, altavista, msn for any of the following 3 keywords: web hosting, affordable web hosting, cheap web hosting. Also, coder should build good link popularity for google. My current popularity is 4 out of 10 on google. I would like to have popularity between 8-9 And at last, you need to submit the site to all other engines and directories, to which i haven't submited yet.
