Build a web application without using any webserver (NO PHP, JSP, Java, ASP.NET, Python, etc. NOT ALLOWED)

i want to develop a data grid using AngularJS or Angular2+ or even native Javascript using the local file system without using any Web server. You should not use PHP, JSP, ASP, ASP.NET, JAVA, Websphere, Tomcat, WebLogic) these are not allowed and you should not use them. I simply need to open the HTML page in my local browser such as Chrome or Firefox and it should run allowing me to add new records, modify or deleting existing records and saved to txt or XML file locally. You can use HTML5, Javascript and datatable for achieving this...I need to be able to access or modify data without using any webserver just the File [login to view URL] example, check this example [login to view URL] I need something like this to manipulate datatables locally.
