Convert PHP to Joomla

Convert existing site (mistakenly) done in PHP to Joomla. Links and all files will be accessible. It should be a simple job for an expert. A direct Joomla expert is highly sought. Drupal is an option too. This is an urgent project. To be awarded in 24 hours to the right coder and money released immediately when work is complete. Few functionalities are as follow: 1) Database repository where forms submitted will be accessed via login. Every time a form is submitted only an email notification (optional and user controlled) will be sent to admin. 2) User's ability to submit detailed reports with various fields. 3) Site map for better UX (?) - You are here: home->services->report 4) Video imbed (YouTube) 5) Header with changing slides with caption below and option for user to go back and forth. This cannot be flash but HTML5 for compatibility with iOS. 6) Must be ADA and W3C compliant 7) Widgets (2-3, already designed) 8) Integrate social media: Facebook, Twitter, YouTube, Google+ (just needs to add link) 9) Mobile compatible is highly desired. (but, maybe integrated in next phase) 10) Functionality is very important
