Hi. With Mangle you mark sessions. Then, on the basis of this marking, you route traffic by different routing tables. You have already done it. Tracking channel availability is another task. You can use Netwatch and disable routes when providers are unavailable in each of the used routing tables. These are two independent, though related tasks.

Load balancing with failover to work successfully on mikrotik you need to have a script. I have lots of experience with mikrotik, and certificate by which it provest. I can do this for you.

Hello. failover does not work with mangle rules, it works with either statics routers (easier) or netwatch (complicated), this is a simple job I would like to help you.
