Android Virtual Machine (Emulator) Setup with Camera

I need an virtual android machine setup, where i can use the physical camera of my pc or i can just put in a picture into the camera input of my android. Andoid should run as phone so i can use nearly all apps on google play store - for example "nexplus".
Which Emulator or Vitrual Machine is used doesnt matter but i would prefer hyper-v or at least that i can run with hyper v on an computer at the same time.
