Grocery Voucher App

I need an app built to show grocery vouchers in the form of barcodes. The app will have users signed up with name and phone numbers. The app will allow for input of vouchers from multiple grocery stores. The admin will have an interface that inputs the grocery store voucher that each user will receive. A barcode will be created. This barcode can only be showed on a user's phone for 10 seconds. Just long enough for the user to have the barcode scanned one time. The grocery store will have information for each particular barcode. Each barcode will have information about the user that received the voucher, as well as the voucher amount. This way, when the grocery scans the barcode, it will see information regarding the value of the voucher and the person who was meant to receive the voucher. The grocery store will use this information to check the ID of the voucher recipient. Once a user opens the voucher for the 10 seconds, the voucher disappears from the user's profile. The process will work like this: Donors will send my company a check. They will also send my company the list of users and the amount of voucher that each is meant to receive. I will pay the grocery store in return for their contract saying they will honor the vouchers. I will input the particular users and their voucher amounts into the admin interface. The interface will create a barcode for every voucher for every user. The barcode will contain the amount, the name of the user and the name of the grocery. I will send all the barcodes to the grocery store for them to record in their database. They will input the barcodes with each barcode representing an inventory of one unit. The barcode will then be sent to the user. The user will see that there is a barcode available on their app for a particular grocery store. There will be multiple grocery store options, as if each option can act like a "bank" of grocery store vouchers. When the user decides to use a barcode, he will go the checkout and open the barcode. The grocery will scan the barcode and confirm the user's identification. The grocery will then have "sold" one item in its barcode system: the "sale" of the user's voucher barcode will remove that one inventory item from the grocery's software and not allow the same barcode to be used again: therefore stopping the user from scanning his one barcode multiple times. When the user opens the 10 second barcode, and uses the barcode, the grocery registers the voucher and removes that amount from the bill of the user.
