I am interested in this project as it is appropriate to my expertise area. I assure that I will deliver quality deliverables. Answer: we can start the software things parallel but we need a translator written once we get HW to interpret the data from HW to make use by software. Waiting for HW is good to avoid rework on the communication channel and data format when you have good time to deliver. It's better to get general data format and communication channel/protocol from hardware provider and start the development while waiting for the hardware. This would reduce the rework and fasten the delivery.

We should probably known the hardware requirements first and build the software. As hardware are built on certain protocols and later it would easier for us to build our own platform for collecting all the sensor data. I been working as an IOT Developer for quite a while now. Would love to hear back!
