Hello client, dont waste time and money with developers that have no clue . I have been involved in a chat app for over 3 years. The chat app must work with xmpp and openfire can be used to host millions of subscribers with clustering. for the voip calls, we use a sip stack that is reliably and this will hand video and audio calls. we have a stack for android , ios ready. we use opensips and proxy media - this can be clustered to handle millions of users we use asterisk and a2b for conferencing, pstn calls, billing and DID assignment. Just building a server that handles all these is $3000 and then each device we pay per hr Let me know if you have interest and we can start your work immediately.
