Build a subscription based website based on reviews looked up using a phone number or email address.

I want a website that would work on a renewing subscription basis. It would organize and store reviews inputed by subscriptioneers that would be looked up using phone numbers or email addresses by other subscriptioneers. It doesn't have to be fancy, just easy to use. I want to offer it to people that have VRBO properties to look up potential guests to make sure that they are respectful of the space (i.e. Are they really loud and the neighbors have had to call the police, do they break things or are they the kind of people that follow check out requests.) Most VRBO owners keep records of their past guests, but if they had access to what other owners have experienced they could limit damage or rent to dream guests. I would also like to have a section for contractors (housekeeping services, plumbers, security services, etc.) so that owners could do research before they hire a contractor as most of the owners live in a different state/great distance from the rental. I can do mockups of what I would like the pages to look like and how they would function in relation to each other, answer questions and give more details if you would like them. I am also open to suggestions. The trick to this is that the guests can write reviews about the rental that are posted on the main VRBO website or something very similar so the owners are very leery of keeping deposits to cover damages and whatnot so that they don't get bad reviews. Potential renters take reviews on a VRBO/rental very seriously. I want to balance this out.
