Awesome Spot the Ball Game Development Required -- 2

We need a VERY classy looking spot the ball game developed from scratch. We have some interesting features that are essential. It must be high class and look like a million dollars. It must look very slick and have an fun look and feel. It must be something like [login to view URL] (Good reference point) We would appreciate some suggestions on what the best method of development will be. We are always open to hear suggestions regarding usability and features. It must work across various platforms. Below are some of the main points we need: 1. Users must be able to choose custom crosshair. (X , Arrow, Circle, Spotlight Zoom, red laser (dot) etc.) We want a basic panel on the side. User can choose the tool the want to use to find the perfect pixel. Maybe 5 tools maximum. Tools must be combinable. 2. Users must register and pay to play. Users can select amount of markers they want to buy. If they select the amount of markers it must add cost. Markers are placed first. User pays for markers after submitting details. Registered users can simply buy markers and place them as desired. 3. Users must be able to see how far off they were from exact pixel after the contest, users must see how close they were. Some kind of heat map would be an advantage. 4. Closest to exact pixel wins. Pixel will be determined after the judges decide on ball location. Pixel must not be known until the judges verdict. Pixel must thus be selected after contest. 5. Custom photos will be used on a monthly basis. Easy photo changes would be great. Multiple contests will be run on the same site later. So code must be created to accommodate multiple games. 6. 2nd & 3rd player must get credits for the next game. Credits will be determined at a later stage. Would be great if we can change this individually before every contest. 7. We currently work with Wordpress. Need to have some form of responsiveness. Must work on all platforms. Will be looking at apps in the future. (Apps can be quoted from start) 8. Game must be secure and not cheatable in anyway. 9. The instructions are overlaid as a light box explaining prize and instructions. When clicked the user can start placing markers. 10. There will be text to explain that the user can simply pick up and move their marker after placing it. User can move the markers individually until they are completely satisfied with positions. Users must be sent the co-ordinates they chose. We are open to any suggestions. Feel free to let us know if something is not practical or excessive. We need this done as soon as possible.
