Audio File upload and management Wordpress plugin

Ideally, We need have users upload an audio file (s) into wordpress. The file needs to be associated to the user so they have the ability the delete , rename and add files to their account. once all the users uploaded their files, as an admin we need the ability to create a playlist of all audio files and be able to adjust the files in a specified order that will correspond to a master program list. the playlist then needs to be played directly from the web interface, and only have one song play at once. If this cannot be done correctly as a wordpress plugin, a standalone web app would be considered. And as a final option , to be able to export the files and playlist locally to the computer as a back to be able to be played at the local level. and the exported files need to be names and tagged as they are in the system. All rights of this plugin will become the employer once completed. Please ask for any clarifications prior to bidding .
