C# Class to resize images

I have an asp .net 2.0 web application that is in need of image upload and resize functionality. I have defined the constructors, fields, properties, public classes, private classes, and a one enum that should be contained in the file. This should be a simple project to understand and complete quickly for someone who is familiar with C# programming and asp .net. I am outsourcing this to find fast and reliable coders with good skills to help in future projects. To show that the class works, please provide a simple asp .net web application that demonstrates uploading a single image ??" no validation required.
