Internet Explorer Browser Plugin

I'm looking for someone to program a Microsoft Internet Explorer Browser Plugin. The programmer should be familiar with VC++, MFC, ATL and Microsoft's Plugin Interface to IE. The plugin will execute a javascript code from a remote website everytime the user browses a web page, clicks on a link, etc. The execution of the javascript code should be hidden from the end surfer. The browser plugin will act as spyware, and forward information about what sites a user is viewing to my central server. I already know how to do this, I just need the program, programmed. Another programmers was working on this, but seems to have bailed out. I already know the layout of the program The program needs to be coded with a Digital Certificate, so a programmer who has experience with digital code signing with a Thawte cert is a plus. Programmer should be familiar with .cab distribution. Also important is the total size of the download, the program can not be too big, or else the download time would be too long. I only need the Microsoft IE Plugin side of the project coded. I do NOT need the central server side coded.
