Project Cost Calculator

The calculator will automate a semi-manual process currently performed by Excel spreadsheet. It needs to be accessed from a host server by a web browser. The calculator will need to be able to create new customer accounts and charge rates by credit card for using the calculator up to 5 times, 10times, 20times, 50times, 100times. These rates would be loaded via an Excel spread sheet. There would be the option to offer a period 'flat fee' for an unrestricted number of calculations. We do not operate a credit card charging mechanism today so would need a 3rd party system I think. Once registered, logged-in and paid in advance, the customer would: tick the currency they wish to work in. Set up the calculator for the first item by filling in 10 details about the specialist item - including a unique identifying number. They would then place a tick against any of 25 countries they want the calculation for and then press 'calculate'. The customer would then be presented with a summary report as a table showing the cost in each year for the item - then the possibility to expand the report to show cost component for each country over the 20 years. A customer will need to be able to create a portfolio of items in the way described above and to have an overall cost summary for the portfolio. We will need the ability to download as selected a portfolio summary, item summary, or expanded item summary. We will need the ability to upload a cost matrix of 20 years x 25 countries via Excel Spreadsheet. All costs will be in US$. This matrix comes from data we research - our value added if you like! Also we will need to be able to upload a matrix of currency conversion figures for USD to 24 currencies either by Excel spreadsheet or a web service if not too complex. The web site will be specifically for the cost calculator and will need one or two pages of text for instructions and explanations. We will provide the current Excel system we use as an example and define the reports required in detail as we go forward. We would need the successful bidder to set-up the hosted service for us. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform The server could be linux or MS - we will be using a hosted service.
