Enhancements to a Social Networking Site For Athletes(repost)

I am looking for a developer with (ideally) all or most of the following technical skills to make enhancements to a Social Networking Site For Athletes:

* php5 (OOP),

* smarty,

* postgresql,

* jquery,

* xhtml+css (div layout),

* version control systems (mercurial or bazaar).

The attached zip file contains access information for the website as well as the functional specifications that we would like developed. The winning bidder must be able to begin work immediately, hit their deadlines, and build to the specifications. I guarantee prompt communications and payment, and a 10 rating and bonus for successful delivery within the deadline. I am looking for someone to work on numerous projects related to this particular website over the next 4 months, so the winning bidder could have a dozen or more new projects if I like the work. Additionally, our senior technical architect is from the Ukraine, so if you are from the Ukraine, Russia or Belarus, you will have someone that can answer questions related to this website for you in your own native language.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
