Need Tool that Creates Blogs on Blogspot([login to view URL]) And Posts automatic.

I need a tool to automatically create

1) email on yahoo, hotmail, geocities or other free email service.

2) a new blog on a blogger group account with specified text as the name of new blog, create a new site on blogspot, and post random text as entry from database with various articles.

It should also be able to post random text generated like on this page [login to view URL] if required.
