Highly encrypted anonymous e-mail service

Pilot Run: With the constant threat of privacy invasion, I feel that something must be done. I am looking for a person to setup an e-mail service and of course I will supply the servers, software etc required to do so. However, the following key points MUST be met: 1. The service can provide high levels of encryption. Neither I or anybody else, even with a copy of the storage disk, be able to read the contents of the e-mails or anything like that stored on it. Even with forensic analysis, user data should be 100% secure from prying eyes including ours as in the name of privacy the service must be non-complicit with law enforcement meaning that we will abide by all legal requirements, but we will not assist them further than our legal obligations and therefore protecting user data from any party is the only way to achieve total privacy. No data will be stored on any individual except the e-mail addresses on the server of course and the password in an encrypted form of some type so we will not know what it is the user chooses. I believe a way of doing this is called public-key cryptography. 2. The service should only be accessible as a Tor hidden service. I understand this is not difficult to set up so if you do not know what this is, it is not a problem as it is just a way for users to access their e-mail anonymously. 3. The service must offer 3 plans. A free plan, and two paid plans, the only difference is the additional mailbox size and also personal storage space where people can upload their files for storage on the service (again encrypted so we do not know what data they have stored there). Payment can be accepted by multiple methods but Bitcoin must be one of those methods accepted - again this is easily integrated to my knowledge. 4. The service must have a remote kill switch. If I hit it, the server can effectively securely erase the header file of the disk encryption so all contents are unreadable and useless. How this is achieved can be discussed later. 5. Steps must be taken to ensure the physical location of the server is also hidden. Some proposed ideas for this is passing the e-mails through relays which then connect to the through the Tor network or other way so they may not be linked should 1 relay fail or become a target of hackers for example. 6. You must be willing, as the developer, to sign a contract of non-disclosure when you start working on the project that you will not reveal your affiliation to the project, it's contents or otherwise knowledge of how the system works to any other party unless you are under legal obligation to do so. Failure to adhere to this strict privacy will result in court action. 7. Whether you with to build a custom platform or want to use an existing one, I will cover the license fee or extra time required to build it. It must have webmail features and be easy to use however, as well as lightweight to operate over slow connections. I have labelled this project as £3,000-£12,000 for now. If a developer shares the same values I do of privacy and going the extra mile to defend our privacy and freedom of speech, then I may be able to make this project a full-time one so as much time can be spent on tightening the bolts of the service and making it the most secure service which has ever existed in e-mail. Later this year I will have a much larger budget to work from so you may be rewarded even more for your work and continued loyalty to the project. NB: You should speak clear English and understand the needs of this project and take them seriously. I would rather pay x5 the price for a developer who can build a quality design and structure which serves the needs outlined above than a cheaper rate which gives me a poor end product. I am also happy to hear offers above my planned budget if you feel it will not be enough compensation for the time required on this project.
