Website modification/landing page

Hi there, My website was created from a flash template, for which I have the source code. The first project for upgrade/updating the site is to create a landing page so that Google and other SE's can find it. There are also a few bugs in the flash which do not allow certain pictures to load. I also wish to add sections and pages to the site. I have created all the graphics and content. ## Deliverables Hi again, I would like to clarify that the landing page should include the navigation bars. My contact form php does not function so probably should be a separate html page. Three individual pictures do not load within the site. I wish to have a template page developed so that I can add pages and sections to the site that appear cohesive to the site's theme without disrupting the function of the swf/flash file contents. I am open to converting the site to html but am concerned about costs. I hope this is clearer. Thank you.
