I've been using the Laravel Framework for the past 3 years so I would probably use it to build this also (unless you have a problem with that). I would probably look for something like Limitless Kit (google: limitless-responsive-web-application-kit) that's based on either bootstrap or foundation to provide a nice solid base for the administration end (probably front end too). I'm good at making sites fast because I've ran several of my own websites and I've always been obsessed with reaching 96+ pagespeed score. I write very clean and SUSTAINABLE code. I can tell you right now this will take months to complete. Anyone who tells you it takes less than that is either planning on using some WordPress theme (which is ok if you want to go that route, but I think it's not worth it) or has never finished anything. If you're looking for a high quality custom/semi-custom solution then it's going to take some time, though it would all depend on the details and what your goal is.
