Build a Personal Instagram Tagger Desktop Application

Greetings, I need the following desktop application done: A software where i enter in my Instagram username and password, and an option to add a list of Instagram users to tag in those photos i have on my Instagram account. Each photo will get 20 tags. from that list, so for example if i have 100 images on the Instagram account in total i would need the list of users to be spread out to each image (20 tags each image) and in this case it would be a list of 2,000 users because 100 uploads x 20 = 2,000. I need the bot to be super fast (be able to tag a photo with 20 users in 10 seconds or less and move on to the next image), it will NOT require proxy support, and only work for one Instagram account at once.
