Build a wordpress website using custom/free but very professional template

We are looking for someone to build a company website using Wordpress. As of now there is no provision to buy a template, so developer should either build site using one of the open source / free available themes OR using Wordpress provided themes by customizing them to be more suitable for a website instead of blog. There will be following pages: - Homepage / Landing page - About - Company - Team - Case Studies [There will be approximately 3 different case studies initially, but later on more will be added] - Portfolio [This will show thumbnails more like image gallery, where on mouse over a small description and project title will be shown. While right now we don't want to categorize the portfolio items into segments, an option to do so would be required] - Jobs [This section should show current openings. For ease of updates, open source plugin [login to view URL] needs to be configured for this page] - Contact Us Home page need to have 6 blocks to highlight services company provide, probably a scroller. Think of it as an IT company website for clue. Text would be provided to developer in word document after discussing project detail and seeing their work in general. For images, during development please use from http://pixabay.com. **IMPORTANT** --------------------------- We are very serious about copyrights and thus don't want developer to use any such content including but not limited to themes, plugins, images, jQuery libraries, CSS libraries, code snippets or anything else which are part of either a commercial product and not being offered for free / open source OR require any additional payment. ------------------------------------------ We are no having big budget for this project, as its more like finding the best fit and thus doing an internal project. Depending on the delivery and quality, we would wish that developer to stay with us for long terms handling our client's wordpress based websites.
