Civicrm custom report/exports

Create an extension or custom report or stand alone php programme (which can be invoked from civicrm menu) to enable export of fixed field length .txt files from civicrm
10 files will need to be exported at a time.
The format and fields of these are attached. They will comprise standard and custom civicrm fields.
The export happens quarterly and will be incremental ie each export will be year to date :
March export = Jan Feb Mar
June export= Jan Feb Mar Apr May June etc
PREREQUISITE Please do not bid until you have done the following:
Set up a Demo CiviCRM site (Drupal 7 and CiviCRM 4.4.5)
Show how you would produce a NAT85 file using the attached doc "demonstration file"
Bids without a link (and login) to the demonstration will not be considered
