Commission tracking system & portal

We are searching for a firm / individual to create an online portal which will track commissions. This is part of a larger CRM project that is underway. We're confident someone has already built a system similar to this and would be able to utilize some of the previous work. The system will need: 1.) Public facing portal with secure login 2.) New user sign up 3.) Ability for users to generate a link for new users to sign up under their hierarchy. 4.) Hierarchy system for the users. Users can only see transactions that they are responsible for or that are under their hierarchy. 5.) The database to include: - Carrier page: The ability to enter new carriers with a list of 60 fields. then the ability to enter policies under a carrier with 15 preset fields. - Template page: CSV template creation with the ability to create a template based off of 50 preset fields and assign a column for each within the template. - CSV file upload and auto update database. - Reports: Ability to generate reports based of data entered.
