Convert a Graphic Designed project to Wordpress

Hello, I have a Graphic Designed element > or page(s) created in I think Adobe Illustrator (not 100% sure) which needs to be converted to Wordpress format. A Plugin or WP Template page needs to be created. We would need the option to change icons and text. The idea or concept is a Listing page, detailing individual projects which are identified by icons, and a short description. Once someone selects the icon or project name, a pull down box shows to list the full details. I do have screen-shot image and a PDF document with the information.
