Hello, If you do not have any special limitations for this project I will write the solution in C# / .NET. For the web cam access I will sue AForge .NET (open source framework). The client console application will communicate with the server application via WCF. The server will be designed to host a WCF service. The client will initialize the WCF client and will communicate with the server over a TCP connection. (Because of WCF we can change the protocol easily from TCP to Named Pipes or even the HTTP protocol. TCP is the fastest for now). Before the transfer I will need to compress the image however we need to define what compression algorithm is the most appropriate for this project.
