Develop a website and mobile apps (android and iOS)

We would like to build a website related to an android and ios apps .
-the website must be under a CMS (Drupal , joomla , Wordpress)
-the apps should have a geolocation capability
-In the app there should be two parts ,private and professional that are managed from the backend.
-when the private asks for a service , the professionals that are surrounding him will receive a notification and the first one to approuve will receive the coordinate of the private (The manager can change the radius geolocation).
-the backend (CMS) should have the option to view all the active professionals and their location in a map
-Privates can register automatically , but the professionals should be approved from the backend
- The manager may authorize automatic registration for professionals by type of business
-the private that received the help of the professional will be able to give notes to the professional and comment them.
-in the app there will be a special form for people that want to become professionals.
-when the private asks for a task he must receive the price from the data base for his request and could pay directly from the app or the website
- When the private pay for a task, he receive a code that he must provide the professional after the job is done.
- The website and apps must contain a code generator. Each code is unique , match a private, a task and a price and is used only once .
- When the professional enters the codes , their account will show the price corresponding with status: "To pay".
- The manager can change the status "To pay" to "Paid" and reset the counter corresponding to the codes returned by the professional.
- The manager must be able to consult a table displaying the professionals with the values " payable " and " Paid "
- The manager must be able to view and modify in real time the table of statutes " To pay " and " Paid " gathering all the professionals.
- The website and apps are linked together. The updating of the website will act automatically on apps.
We have other project in the pipe and we are building a long term relationship starting with this project.
