Bug fix in Magento 1 website - Class does not exist error

Looking for a PHP (Magento 1) Developer to fix a bug in my local development.
HERE IS THE PROBLEM:
Magento 1 website in my local development environment displays an error when you try to checkout.
The checkout page no longer displays, instead it goes to the generic Magento error page.

MORE TECHNICAL DETAILS:
- LAMP Stack (PHP [login to view URL])
- Magento 1.9.3.9
- Error goes away after removal of "new" extension "IWD Address Verification".
* Note: error occurs in local environment and internal server. The error is not outside my office because the code has not been pushed to production live server.
SUCCESS CRITERIA:
- The class/controller has the proper override and everything works (including new extension "IWD Address Verification".
