Build Inventory system

I need an online application that has multiple users (regular user and admins). Non admin Users should be able to navigate to a webpage that will prompt them to login with their credentials. This will assign each user an available tool and a location (ie, user 1 logs in and the program assigns tool1 in lockerA or tool5 in locker E. Admin1 logs in and reaches a control panel with advanced options). The program will need to track what tools are not in use to assign each user. There needs to be functions for the admin users to output what tools are currently assigned to which users, and a history of all users ever assigned to any tools. On the admin side, there should be a way to input tool data and what location to assign to it (ie, tool1 type: hammer, s#:11111 etc..., is assigned to lockerA. tool1 needs to be serviced, now tool35 is assigned to lockerA). I will provide WHM credentials for this application.
