Build a wordpress website on AWS

I have a website which will have a new design. The new design is a one-page kind of layout and the only thing the developer needs to do is to create the design from [login to view URL], which in addition to the onepage will have two different lightbox designs. The actual web design will take a few hours to create for a skilled website dev. Website speed is imperative. Thus the designer will need to have skills and track record to optimise db and website. The hosting environment will be AWS. A user shall be able to switch languages, and hence that kind of functionality needs to be implemented. This is a first development, and I will require additional tech dev from May. However, this first project is rather simple. Our current website is www.hubville.org. To sum it up: - setup the website on AWS (I will create the account) - implement design (doc will be sent to contesting freelancers). lightbox and popup page shall be saved as templates. - website speed (page size (<2mb) minimise number of http requests (<40), choose fast theme, database speed, minimizing/reducing css files and javascripts, javascript outside head, lazy load, image compression, optimise plugins, add expires headers) Project fee will be uploaded when project is initiated, but NO funds will be released before project is finalised according to spec. If you suggest an advance payment, I will delete your offer. I will send a clear spec. If you do not read and understand the specification, it will be your responsibility to ask in advance. This project will have to be finalised within one week of initiation.
