Convert Joomla Plugin to Module

I have a chat plugin that loads an icon on the screen, when clicked the chat window opens and allows users to chat with one another inside of the window. Unfortunately, I would prefer that the chat window be loaded inside of a module and eliminate the icon all together so that the chat is always open.
So, essentially the person winning the project needs to take the files/code from the plugin and convert it into an installable and working module.
