Fix Opencart problems

Fixes needed for Opencart 3.0.1.1 site runnig on IIS (Windows Server 2016) after recent upgrade from version 2.0.3.2. I need the follwing fixed. 1) Some modules are not showing as enabled even though they say so in settings. Also some settings in the modules are not saving properly. I would like this fixed so that settings are saved properly. 2) Mail is not being sent out for new orders even though they did before with an older Opencart version on the same server. SMTP works for individual emails, but with the older version it just used the phpmail function and seemed to work fine. 3) I have a wget task scheduled (instead of a cron job on an older Ubuntu system) for one of the Opencart extensions, but it finishes with error code 0x1. I would to find out why this is on error but hopefully a previous step may have fixed this if it was a premissions error.
