Improve the design of 1 Wordpress inner page ***Need done now***

What will I do if I am employed? 1) Improve the overall appearance and design of the page. 2) Insert high-resolution versions of the attached documents on the page (in a way that looks good). 3) Change the header which is currently blank (see attached screenshot "laxity header"), to the attached image ("laxity header image").
