Upgrading 1.5 to joomla 3 is in 2 phases, first it has to be migrated to 2.5 and test all functionality, then upgrade to joomla 3. I will need ftp and mysql logins to the site, I will download the site and do the work on localhost, when done, will upload to a subfolder so you can check, and when everything is ok, we switch with the live site.
