I need a professional Joomla help desk type site w/IOS and Android app

I need a site similar to a help desk type site. I want companies and techs to be able to sign up. As work is posted from companies and outside customers from website the techs are notified and can request the work. Techs need to be able to put in beginning and completion dates and also request price change if needed when requesting work. jobs will be posted to a job board for techs to see. Companies can choose which tech and assign job to tech to see full details of job. Messaging area once work is assign for communication of progress( example when beginning signature its timestamped in messaging area and companies is notified if the want to be . companies and tech will have a profile page that will allow companies techs and outside customers to leave feedback/reviews. those pages will be able to be viewed by the public without logging in. Tech will need to be able to take pictures of work, get beginning and ending signatures on app(gps location stamp when signed - beginning and ending). once work is complete need the ability to email or text complete sheet and invoice with pictures and signatures. accounting area for companies and techs so they can keep track of invoices and expenses. see paid and unpaid items , basic reports of expenses and profit outside customers can come to the website and request work and it will be listed in an admin area for me to approve and post for techs to take. new companies and techs will need to be approved before allowed to use site. site right now is in Joomla but open to other platforms if it works better.
