Push Notification for Transaction Record from any bank / non-bank issued credit/ debit card

The project requires a push notification for every transaction record made by any card that is issued through either bank or non-bank institutions. The push notification must be instantaneous. The project should not involve any collaboration with either bank / non-bank institutions or payment gateway provider. The project should not incur any hidden fee such as inclusion of API, which requires additional costs from financial institutions / payment gateway provider.
