I have experience in both REST APIs and scraping-- whether all the trackers have an available API or not is not a problem. However I'd need your input on your system and input specification-- what your system resources are and how exactly the CSV is formatted. My implementation and it's efficiency depends on this information, as say if you need timing to be extremely precise but can only run on a one core/thread cpu each tracker can only be checked iteratively. However if you have a modern CPU I can implement a multithread or multiprocess implementation which will evaluate the trackers concurrently.
