PDF splitter and converter to SCORM

I want to create a webapp that allows me to divide manuals (in spanish), that are designed as "chapter, exam, chapter, exam ... and solutions", (there are not always exams and solutions.). Each chapter is identified by letters of different sizes and/or Topic 1. Each exam is identified as a "Self-Assessment Exam" string (in spanish). The solutions are identified with the title of solutions. I want them to be automatically separated in different PDFs with their name and "topic 1" or "exam 1". The Topics PDFs must be optimize the size, add a watermark and add password protection. The exam PDFs have to be converted to Excel format and Aiken format. (The solutions usually come in table format in the PDF). I also want to generate scorm content from it, so the application should transform the PDF into well structured HTML, identifying text, lists, tables ... and images. For text recognition, AI must be used to know the faults that the application commits. The application should be prepared to add translation functions with AI, and user and company login and payment skills in the future.
