SEO - Top page ranking in Google - multiple keywords CAN/US

The SEO Company that I am looking for should handle white hat off-page SEO completely, also know about the latest updates of Google (Panda and Penguin). Our time frame is 1-6 months for project completion. About Us My website is completely new and launched on June 1st, 2012, so the successful bidder will work with me to improve SEO on the website In order to get it ranked accordingly. We are a tourism based website running out of a smaller community in Ontario, Canada. I am looking to be complete solution to let people who are travelling to our city know where they can eat, sleep and what there is to do in this city. Information Needed: When submitting a bid, please send detailed SEO techniques you will use, and verifiable projects you have done and reports you will send. Please also indicate you have read and understand our payment terms. (see below). Also please include time frame you are looking at for results. Our Keywords: Need top 5 ranking on Google for 1st page for 1 website with 12 keywords and top 3 ranking, 1st page for 3 keywords. In addition you must analyze website for proper SEO optimization to assist in achieving these results. You must guarantee that at least 85% of keywords or 13 keywords will rank in the top 5 of [login to view URL] on 1st page or no payment until these results are achieved. Requirements: - positive feedback is required, have experience in SEO OR DO NOT BID - no black hat or other unethical SEO spam techniques, only white hat methods and ethical work will be accepted. - good back links must relate to site topic on high quality relevant sites - no spamming will be tolerated - PERIOD - link pages and our links must be visible, readable, indexable and do-follow - one way links only, no reciprocal links will be permitted - no paid traffic sites - no links from under construction pages - no banned sites, porn, gambling, violent, illegal sites, unethical sites, etc… Reporting and Communication: This is the key to this project, I expect weekly reports clearly explaining what has been done, showing results and progress. You must be able to explain and communicate clearly and productively. SEO Maintenance: Please provide monthly maintenance price for keywords to stay in top 5 positions (or top 3) on Google, 1st page. Monthly reports will be needed for this.
