Create an Addon for Anki

I am looking for someone to create an Addon for the program called Anki.

Anki is an application that allows a user to create flashcards for study and stores them on a local database with an ability to upload them to your cloud account.

I would like to be able to have the addon detects a Japanese sentence/paragraph and parses the text for specific information.

There is existing code to be able to parse the text here:

There is also a dictionary requirement in which I'd like to use this file as a database.

The Requirements are:

*Create an addon for Anki

*Parse Japanese Writing

*Provide a hover over info box that gives information (like definition) of each word.

*Detect Words that Exist in the users current Flash Card deck in Anki.

--Create functionality to manipulate the time in which that words flashcard will be due again

*Identify Words that are not currently in the users Flash Card deck in Anki.

--Create an easy method of adding those cards.

*Set a Due date on the card based on a percentage of the known words in the card.
