OnScreen PDF & TIFF Architectural Drawing Reader with Take Off Abilities

On Screen Take Off Application for Architectural/Structural Drawings I am looking for a programmer who can developed a project similar to the attached application (VU360 -on screen takeoff), I will incorporate it into my takeoff software, So full source code would be required, will share the same SQL Database as my estimating software. Must be able to take off line, count, area, etc., each condition (item) measured must be able to be colored coded.. I have attached a free .pdf reader (VU360) for architectural/structural drawings as an example, and also a sample drawing. The application I uploaded VU360 has all of the requirements needed, except the ability to save takeoffs to SQL. Would like to be able to view and annotate .pdf, and .tif files.
