C Socket Listener

I have a daemon process that listens to certain ports and executes an external program. The listener is written in C and the software that connects to the listener is written in C#. The server listener using winsock 2.0. I need an expert in C and winsock. I have a situation where clients are connected to the server and the power goes out. This causes all the client sockets to terminate. This leaves the server sockets open running external programs. I need someone that can store the sockets in a list in memory inside server exe. When a new client attempts to connect it reads all of the sockets and determines which sockets are no longer connected and terminates the external program that was executed and closes the server socket. It must leave the daemon running at all times with no hesitation or loss of communication. This is going to take extraordinary knowledge of C, winsock and processes. This is not an easy task like is sounds. I need someone that can help me right away and be willing to ensure that this program is rock solid. Good luck bidding.
