I already have 3d model of a neck. Oh and also blue.I read the description. Model will be ready for 3d printing in no time.

This project requires a correct modeling technique so the features of the neck look natural, I plan using T-Splines embedded in Rhinoceros 3D to give it exactly that. I will deliver a perfectly closed mesh (in order for the project to be printable) in the format of your need (surely STL). Contact me so we can discuss further details (color, texture, etc.)
