A psd Design has to be converted into html5 and css3.
One front page, one inner page (which is very similar).
Following conditions are required:
* Code has to be tested in all major browsers and IE7+
* html5 and Css3 Code has to be valid and well formed.
* All elements which are possible to make with css3 in a acceptable time (color gradients, shadows,etc) should be also made with css3 and not with images.
* needed image-elements should be combined to sprites
* it has to be responsive.
* you can use a framework if you want.

Hi, IE7 and IE8 do not support css3 and your site can't be responsive in IE7 due to non supporting browser.
