Clean up the design of our web pages

We are developing a web portal for a client. Our team is really good on the development side, but not quite as good on the design side. As with any product in the business world, looks matter. We need to provide the client with a sample of what 2 of the screens from the web portal will look like. The screens have been designed with html and java script. We think the screens are probably about 70% where they need to be in terms of look. What we need is someone that is good with UX to go in, edit the html and css and give it that polished looked. Examples of changes that we would like applied to the screen are: -Improve the look of the navigation elements -Improve icons utilized on the pages -Enhance color scheme on the page as needed -Add styling to controls such as text input and dropdown Something I would like to make clear. We do not need a developer to implement functionality. Only improve the look and feel of the page. Images for the two pages to be improved are attached to this post. Will provide html when bid is accepted. Designer should include examples from their portfolio when submitting bid. Will provide full description of each page including purpose of the page, and all controls when bid is accepted.
