The reward will be higher than what I've paid to Freelancer.
I'm looking for a business analyst or strategist to assist with a solution to a current situation between me as a client (based in Australia), Freelancer.com.au as a platform and an IT company (based in India) that performed poorly and didn't deliver what was in our agreement.

The case: I've hired an IT company to develop a web-based application. The website had to be completed within a month, it's about 7 months past that time and it's still not functioning. The IT company doesn't test its work, so I had to engage another tester and test it myself as well. I've learned how to assign tasks in GitHub and we submitted about 24 tasks with the priority tags. The condition in the agreement saying that the IT company would fix all the bugs after the release of the application has not been met. All the milestones were released as it looked OK, at that time, but not functioning now.

The task of a strategist/analyst is to provide the best solution to make Freelancer.com.au and the IT company liable for NOT delivering the result. I've spent a lot of money and most importantly my time dedicated to that project for the last 8 months. It looks like a big scam to me now and I'm searching for a solution. I'm posting this ad to look into different solutions and reward the best one.

Please provide the strategic plan to solve the situation and complete the project.
You can also include references to legal terms and conditions or international law to make a Freelancer.com.au/IT company partially refund what I paid for the project that is not functioning. Or your solution might be related to the best implementation and completion of the project.

If I'll be implementing your solution I'll reward you financially, if there are several people with great solutions, I'll divide the reward between the best ones. There will be up to 3 best solutions chosen and rewarded.

My current solution is to open a position for a developer + tester to support the app on a regular basis and make all the current issues fixed as a prerequisite to gaining the job.

Based on my previous negative experience I wouldn't consider freelancers from India at this stage and my preference would be given to freelancers from East European countries as I have a very positive experience working with a few IT professionals from Russia, Ukraine, Romania, Slovenia and Serbia.
