Attached is some Java code that reads some shapefiles and checks if a point is inside a shape. Why is the testcase failing? It was working before, and I'm not sure what I changed. FIRST CORRECT SOLUTION WINS THE AWARD.

Updated Problem Description: The code compiles fine on my machine and can execute the TestNG testcase, but the testcase fails with "false" returned where "true" was expected. The testcase is just checking if a specific point falls inside a shape boundary. I believe the problem is something wrong with the shapefile. Some shapefiles work fine and some don't. The ones that are not working were modified and re-saved in QGIS. The other ones are originals from a freelancer. Scroll down for project setup information.
